Each proposed use gets scored on value, data sensitivity, how much it can act on its own, and effort. The map shows where to say yes first and where a review has to come before anything else.
Forge: controls that actually run
Then we build the smallest control that works, such as an inventory, an approval step, or a log, and measure whether people use it. It improves month by month.
